Job Summary

The Manager of Project Resources and Access Planning for Capital Delivery will support the execution of CD projects by representing CD Department and project specific interests during internal MBTA operations resource and ROW access planning.


This work will require close coordination with the Capital Delivery Deputy Chiefs, their Directors and Project office staff. This work will also require close coordination with MBTA Operations and GM office staff tasked with assigning resources to support night/day orders and diversions on the heavy/light Transit Lines and Commuter Rail.


The Manager of Project Resources and Access Planning for Capital Delivery is an organized problem solver with superlative communication, time management and people skills. The Manager of Project Resources and Access Planning must be adept at solving CD project ROW access issues related to labor resources and access in resource constrained environment. This role will report through the Chief of Capital Delivery Management.


Duties & Responsibilities

  • Working in collaboration with CD Deputy chiefs and other CD staff, oversees and assists in the coordination of internal and 3rd party resources to support CD projects. This includes prioritization of CD projects when necessary to facilitate decisions on constrained resources.
  • Working in collaboration with the CD Deputy chiefs and other CD staff oversees and assists in the coordination and optimization of ROW access to support CD projects. This includes prioritization of CD projects when necessary and identification of piggybacking opportunities to facilitate decisions on constrained ROW access availability.
  • Working in collaboration with CD Deputy Chiefs and other CD staff, and in coordination with the Alternative Transportation Department, develops alternative transportation strategies that together with ROW access maximizes opportunities for CD project delivery.
  • Other misc. tasks assigned by the Chief which may include:
    • Assist in the development and maintenance of Manuals and other documents that govern the practice of project delivery for the Capital Delivery Group.
    • Assist in the setting of, collection of and reporting on CD Group performance metrics.
    • Assisting CD Department management staff with escalations around projects, project compliance and resource needs. Adherence to MBTA processes.
    • Collecting and interpreting data relative to project schedules and work plans.Upholds the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelor’s degree in business administration or related fields from an accredited institution.
  • Five (5) years of experience in charge of executing business tasks for an institutional, technical or manufacturing organization.
  • One (1) year of supervisory/lead experience.
  • Effective organizational, analytical, confidentiality, multi-tasking, and time management skills
  • Strong process management experience, including communicating with employees, vendors, contractors, designers, elected officials, community leaders, and state and federal officials.
  • Solid presentation and conflict resolution skills.
  • Proven track record of collaboration, transparency, and effective communication.
  • Demonstrated ability to work horizontally and vertically across organizational boundaries to resolve business or project challenges.

Preferred Experience and Skills
  • Seven (7) years experience or more in charge of executing business tasks for an institutional, technical or manufacturing organization.
  • Experience working for a public authority, similar to the MBTA, on Capital Program issues like project resources, property access and business management.
  • Experience in project management and software tools (e.g. excel, E-builder, Asana etc.)

Substitutions Include

  • A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
  • An associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
  • A master’s degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
  • Ability to provide internal and external customers with courteous and professional experiences.
  • Ability to work effectively, independently, and as part of a diverse workforce team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting pre-employment screenings / pre-boarding, working in their positions, and throughout the duration of their program.
