The Town of Belmont is seeking a strategic and collaborative Chief Financial Officer (CFO) to lead all aspects of municipal financial management and serve as a trusted advisor to the Town Administrator and senior leadership team. Belmont is a vibrant, AAA bond-rated community of approximately 27,000 residents, located just west of Boston, with an annual operating budget; including enterprise and water and sewer funds, exceeding $169 million. The Town is known for its strong fiscal stewardship, engaged community, and commitment to long-term financial planning and transparency.
This is a new position reporting directly to the Town Administrator. The CFO will oversee all core financial functions, including Accounting, Treasury/Collections, Assessing, Revenue Collection, Investments, and Debt Service , and serves as an ex-officio member of the Warrant Committee.
Key Responsibilities
- Serve as the Town’s chief financial advisor, providing strategic guidance on financial condition, forecasting, and long-term sustainability
- Lead development and oversight of operating and capital budgets in collaboration with Town leadership
- Direct long-range financial planning, forecasting, and five-year financial modeling.
- Establish and enforce financial policies, procedures, and internal controls.
- Provide financial analysis and presentations to the Select Board, Warrant Committee, Permanent Audit Committee, and other boards as assigned.
Qualifications
- Bachelor’s degree in Finance, Accounting, or a related field; Master’s degree preferred.
- Ten (10+) years of progressively responsible experience in financial management, with municipal experience strongly preferred.
- Five (5+) years of supervisory or executive-level leadership experience.
- CPA, CGA, or CGMA preferred.
- Massachusetts Certified Public Purchasing Official (MCPPO) certification required, or ability to obtain within 12 months.
- Strong knowledge of municipal finance, budgeting, and applicable laws.

Summary
We are seeking an experienced and strategic Chief Financial Officer (CFO) to lead our organization’s financial planning, reporting, and risk management initiatives. The CFO will oversee all financial activities, ensuring compliance with regulatory standards such as GAAP, IFRS, IAS, ASC 606, and COSO. This executive role requires a strong leader with expertise in corporate finance, mergers & acquisitions, revenue management, and fiscal management to support sustainable growth and operational excellence across both nonprofit and for-profit sectors.
Responsibilities
- Develop and implement financial strategies aligned with organizational goals, including long-term planning and forecasting.
- Oversee financial reporting processes, ensuring accuracy and compliance with regulatory requirements such as GAAP, IFRS, IAS, and governmental accounting standards.
- Manage budgeting, expense control, cost management, and cost control initiatives to optimize profitability.
- Lead risk analysis and risk management efforts to safeguard organizational assets and ensure regulatory compliance.
- Supervise treasury management activities including cash flow forecasting, liquidity management, and banking relationships.
- Oversee revenue cycle management, revenue recognition (including ASC 606), and profit & loss analysis to support business development.
- Direct mergers & acquisitions activities, including due diligence, valuation, negotiation, and integration processes.
- Ensure effective internal controls through frameworks such as COSO and adherence to SOX compliance standards.
- Provide strategic insights through financial analysis and market analysis to inform decision-making at senior leadership levels.
- Lead the preparation of comprehensive financial reports for stakeholders, boards of directors, and regulatory agencies.
- Manage a team of finance professionals overseeing corporate accounting, non-profit accounting (if applicable), payroll management, tax accounting, technical accounting, and supply chain finance functions.
Experience
- Proven senior leadership experience as a CFO or equivalent executive role within complex organizations.
- Extensive background in corporate finance including mergers & acquisitions, revenue management, financial modeling, and business analysis.
- Deep understanding of financial concepts such as profit & loss management, budgeting, forecasting, cost control, expense management, and risk analysis.
- Strong expertise in regulatory reporting standards including GAAP, IFRS (including IAS), ASC 606 standards for revenue recognition.
- Demonstrated experience with financial software systems and advanced financial analysis tools.
- Familiarity with governmental accounting practices if applicable.
- Excellent leadership skills with experience supervising teams across multiple finance functions such as payroll management and cost accounting.
- Exceptional strategic planning capabilities combined with negotiation skills for business development initiatives.
