Associate Environmental Field Analyst

Job Summary The Associate Environmental Field Analyst will be responsible for assisting the MBTA Environmental Department with field oversight, data collection and associated analyses related to compliance with environmental regulatory agencies as they relate to MBTA construction projects and operations. The Associate Environmental Field Analyst will engage with all members of the project team, including MBTA personnel and outside contractors, to determine project compliance with state, local and federal environmental regulations. The Associate Environmental Field Analyst will also assist with performing environmental field audits and inspections of MBTA construction sites, maintenance facilities, stations, rights-of-way and contractor laydown areas. Duties & Responsibilities- Data collection, tracking and reporting.
- Engage in internal and external training classes to familiarize with the environmental regulations and how they pertain to MBTA operations, logistics and construction projects.
- Assist with overseeing the collection and evaluation of environmental project data, and presentation of collected data to various stakeholders (including but not limited to federal, state, and local regulatory agencies).
- Assist with quality control and analyses on data collected for reporting.
- Prepare graphs and charts for events, reports, and publications.
- Review environmental submittals pertaining to materials generated during construction, including but not limited to soil, demolition debris, hazardous materials, hazardous waste, stormwater and groundwater.
- Conduct field inspections at construction sites to assist with ensuring the project and contractors are adhering to all environmental submittals.
- Attend construction progress meetings with a focus on the environmental aspects of the project.
- In collaboration with Environmental Department staff, conduct environmental compliance facility audits with facility staff or regulatory agents.
- Assist the MBTA with application to incentives and grant programs, including identification of potential projects and/or tasks, coordination of review process, and grant program follow-up.
- Work with MBTA project staff and contractors to verify non-conforming work is resolved in accordance with required procedures.
- Prepare written environmental inspection reports for the project sites.
- Track and measure project progress toward meeting goals and schedules related to environmental permits and reviews.
- Interface with various departments and unions within the MBTA.
- Assist with the development of modeling and analysis tools to help inform future MBTA environmental permitting and review targets, goals, and program/project opportunities.
- Perform all other duties and projects that may be assigned.
- Bachelor's degree from an accredited institution in environmental science, environmental planning, engineering or a related field.
- Zero to two (0-2) years of field/lab inspections to verify data, processes, site conditions, and collection and evaluation of project samples, data, analysis, and presentation of observations.
- Demonstrated experience and strong skills working with spreadsheets and databases, including Microsoft Excel.
- Demonstrated ability to collect large amounts of data from a wide range of sources and effectively maintain large databases and perform quality control.
- Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.
- Ability to gather information by examining records and documents and by questioning individuals.
- A demonstrated understanding of federal, state, and local environmental regulations.
- Ability to work with minimal supervision and take initiative as appropriate.
- Ability to work in a team environment and collaborate with diverse stakeholders.
- Ability to work efficiently and effectively under time constraints.
- Ability to maintain accurate records in an organized fashion that can be accessed quickly.
- Ability to prepare general reports.
- Strong organizational skills and ability to simultaneously manage multiple projects and tasks.
- Demonstrated writing skills and ability to effectively communicate technical issues so they can be understood by a non-technical audience.
- Ability to interact with various stakeholders with multiple interests, including, but not limited to, facility managers, financial officers, project managers from agencies and regulatory agencies.
- Valid driver’s license.
- Ability to take the MBTA public transportation system to work locations, including construction sites, MBTA stations and facilities, if work location can be accessed via public transportation.
- A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
- An associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
- A master’s degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one (1) year of experience.
- Basic experience or knowledge of environmental regulatory agencies.
- Two (2) or more years of field/lab inspections to verify data, processes, site conditions, and collection and evaluation of project samples, data, analysis, and presentation of observations.
- Experience with environmental construction.
- Experience with Geographic Information Systems (GIS) software.
- Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
- Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program.
- Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
- Ability to provide internal and external customers with courteous and professional experiences.
- Ability to work effectively, independently, and as part of a diverse workforce team (or supervise, if required).
- Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.
- Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.

- Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including physical examination and drug and alcohol screenings.
- Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
- Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting pre-employment screenings / pre-boarding, working in their positions, and throughout the duration of their program.
