Emergency Management Manager

Purpose
This role is responsible for developing and managing a standardized approach to emergency liaison and preparedness activities across Liberty’s gas operations. This role manages emergency liaison activities and reporting provided by 3rd party vendors and ensures consistency of approach among the various roles in the gas utilities that provide liaison between Liberty Utilities and local emergency response agencies, including fire, police, and public safety officials to ensure effective planning, communication, and execution of emergency drills and training. The position ensures the development, ongoing review, and continuous improvement of a standardized Emergency Response Plan and Public Awareness Plan used by the gas utilities and supports pipeline safety audit readiness and compliance through proactive engagement, scenario planning, and continuous improvement of emergency response protocols.

Accountabilities
- Establish and maintain standard approach to emergency liaison activities and assist local gas utilities with coordinating training and mock drills with local emergency responders. Manage 3rd party vendors performing emergency liaison activities on behalf of Liberty including reporting and continuous improvement.
- Develop standardized approach to ICS training and emergency liaison training and assists gas utilities with planning and executing training for employees and emergency responders. Assist gas utility operating personnel with planning and execution of emergency response drills in collaboration with local emergency responders. Collaborate with local operating personnel to evaluate drill outcomes, develop recommendations for improvement, and track identified improvements to completion.
- Support the development and maintenance of gas Emergency Management Plan and Incident Command System (ICS) documentation.
- Collaborate with regulatory, compliance, and corporate communications teams to align messaging and outreach regarding emergency preparedness and response. Support audits, inspections, and reporting related to emergency preparedness and liaison activities. Ensure accurate tracking of liaison contacts, training sessions, and emergency exercises. Manage monitoring of effectiveness of programs and drive continuous improvement activities.
Education and Experience
- University - Bachelor degree or equivalent experience
- 5 years of experience managing projects
- ICS training and gas utility experience
- Demonstrated experience supporting stakeholder engagement activities.
- Exceptional communication skills including verbal, presenting, editing, writing accuracy and attention to detail are essential.
- Demonstrated ability to resolve problems and issues in a collaborative environment
- Strong knowledge of Microsoft Office applications
